Webinar Recap: Understanding the Electoral Process in Haiti

On February 18, 2025, AmCham Haiti hosted an informative and timely webinar on “Understanding the Electoral Process in Haiti,” featuring distinguished guest speakers Sperencia Moise and Bingel Victor from the Centre de Promotion de la Démocratie et de l’Éducation Participative (CPDEP). This session formed part of AmCham’s ongoing commitment to promoting civic education, institutional strengthening, and democratic governance in Haiti.

With the country facing mounting pressure to restore democratic order through credible elections, the webinar offered a clear and structured overview of Haiti’s electoral system. Mrs. Moise and Mr. Victor both experienced practitioners in democratic development and civic engagement shared their expertise on the legal, logistical, and institutional frameworks that underpin the electoral process.

The discussion explored:

  • The constitutional and legal foundation governing elections in Haiti, including the roles of the Provisional Electoral Council (CEP) and other oversight institutions;
  • Pre-electoral activities, such as voter registration, candidate qualification, and civic education campaigns;
  • The logistics of election day, including ballot distribution, polling station operations, and security protocols;
  • Post-election procedures, including vote counting, dispute resolution, and the certification of results;
  • Common challenges, such as political interference, lack of funding, weak institutions, and voter apathy.
